PH | TUPAD will receive P13 billion in funding in 2024 – DBM | MANILA – In 2024, the Marcos administration requests PHP12.92 billion to fund the Department of Labor and Employment’s (DOLE) emergency employment program, Tulong Panghanapbuhay sa Ating Disadvantaged/ Displaced Workers (TUPAD).

In a statement released on Thursday, the Department of Budget and Management (DBM) asserted that the allocation of PHP12.92 billion for the TUPAD program under the National Expenditure Program (NEP) for 2024 is essential to bolster job creation for Filipinos.

The DBM said TUPAD, a community-based package of assistance providing emergency employment, is anticipated to benefit over 1.36 million displaced, underemployed, and seasonal workers.

The program provides Filipinos with employment for a minimum of ten days and a maximum of ninety days, depending on the character of the work to be performed.

“All disadvantaged workers 18 and older are eligible to participate in the program.” The DBM stated that senior citizens are eligible for the program if they are physically able to work and do not engage in hazardous labor.

“In the meantime, only one family member will be eligible for assistance. “Except in the event of a natural or human-caused disaster or calamity, beneficiaries may not receive benefits more than once per calendar year,” the document states.

Secretary of the Department of allocation and Management Amenah Pangandaman stated that the proposed allocation for the TUPAD program will be taken from the PHP16,4 billion allocated for the DOLE’s Livelihood and Emergency Employment Program.

Pangandaman stated that the government intends to bolster social protection measures to ensure that no one is left behind, particularly marginalized and vulnerable sectors.

Apprenticeship and livelihood initiatives

The DOLE Government Internship Program (GIP) will receive PHP807,72 million under the 2024 NEP, according to the DBM.

The DBM noted that approximately 13,554 juvenile beneficiaries will benefit from the implementation of GIP in 2024.

The GIP offers internships to high school, technical-vocational, and college graduates who are interested in pursuing a career in public service in either local or national government.

According to the DBM, approximately PHP2.3 billion will be allocated to the DOLE’s Integrated Livelihood Program (DILP) in 2024, which will benefit approximately 63,959 marginalized employees.

DILP is a flagship program of the Department of Labor and Employment that aims to assist marginalized groups such as self-employed workers who are unable to earn a sufficient income, unpaid family workers, low-waged and seasonal workers, workers displaced or to be displaced, marginalized and landless farmers, marginalized fisher-folks, women and youth, persons with disability, senior citizens, indigenous peoples, victims of armed conflicts, rebel returnees, and parents of child laborers.

Under DILP, associations with 15 to 25 members will receive approximately PHP250,000; associations with 26 to 50 members will receive PHP500,000; and associations with 51 or more members will receive PHP1 million.

Next year, DOLE’s Adjustment Measures Program (AMP) will receive PHP407 million, according to the DBM.

The DOLE-AMP is a nationwide safety net program that provides a package of assistance and other forms of intervention to help employees and businesses, especially those in distress, cope with economic and social disruptions. (via PNA)
